We are one of the largest producers of shale oil in the world
The oil produced from oil shale is essentially synthetic petroleum, used by heat producers, energy companies, marine and automotive fuel producers and distributors, road builders and agricultural producers.
Eesti Energia has developed a unique and efficient technology called Enefit. Our goal is to expand the co-generation of liquid fuels, electricity and gas to ensure maximum efficiency in the valorisation of raw materials.
Advantages of Enefit technology
Enefit technology makes it possible to utilise the entire volume of mined oil shale, including fine-grained oil shale.
Additional energy use for oil production is minimal, as the production units are self-sufficient in terms of energy supply.
As a by-product of the production process, high-calorific oil shale gas is generated, which we use in power plants to produce electricity. In this way, Enefit technology enables us to extract more than 80% of the energy contained in the mineral.
Necessary procedures for commissioning the first equipment were carried out at the Enefit 280-2 plant
The installation of equipment at the Enefit 280-2 plant under construction was completed in 2025 – the piping and valves specified in the plant design have been installed and the main part of the plant is ready. The next stages of the hot commissioning and start-up of the plant will take place in 2026. The plant will employ approximately 150 people, with additional indirect jobs also being created.
Emission standards are now better controlled
Since 2025, emissions from Enefit’s industrial units in Ida-Viru County have been under particular scrutiny. Enefit Industry focused on air emissions from the Enefit 140 oil plant. In 2025, significant work was carried out at the plant – engineers were able to improve the technological process and better configure modes of operation, which ultimately brought emissions into compliance with requirements. Monitoring in recent months shows that the plant’s emissions comply with standards.
